Outside Context Problem

The concept
“An Outside Context Problem was the sort of thing most civilisations encountered just once, and which they tended to encounter rather in the same way a sentence encountered a full stop.”
An OCP is not a hard problem within a framework — it is the arrival of something that breaks the framework itself. The analogy to a full stop is precise: the sentence (the civilization’s ongoing narrative of response and adaptation) simply ends. There is no continuation in the same mode.
Banks uses the term to describe an object of unknown origin appearing near Culture space in Excession. But the concept generalizes: any system — a civilization, an institution, a scientific paradigm — can encounter an OCP when it meets something its existing categories cannot classify.
What makes a problem “outside context”
A problem is within context if existing tools, concepts, and response patterns can be adapted to address it, even at cost. It is outside context when:
- The system cannot recognize what kind of thing it is facing
- Existing response patterns make the situation worse rather than better
- The gap between the system’s model and reality is not correctable by incremental update
Thomas Kuhn’s paradigm crisis in science is a mild version of this: anomalies accumulate until the framework breaks and a new one must be built. An OCP is the extreme version — the anomaly is not accumulated but arrived.
Relation to systems thinking
systems-thinking describes how bounded rationality limits actors in a system: each agent acts on local information and cannot see the whole. An OCP is the limit case: the agent’s entire model is local relative to what it has encountered. The system’s feedback loops cannot process the new input — the signals either don’t register or are catastrophically misread.
Meadows argues that missing information flows are a common cause of system failure. An OCP is an information flow so alien that the receiving system has no channel for it.
Relation to narrative bias
narrative-bias (WYSIATI) describes how the mind builds coherent stories from available evidence. An OCP is what happens when the available evidence is incommensurable with any story the system knows how to tell. The response is not adaptation — it is often denial, followed by catastrophic failure when denial is no longer possible.
Relation to the Chaos Problem
chaos-and-prediction (from Banks’s The Hydrogen Sonata) argues that more simulation cannot resolve uncertainty in systems with sensitive initial conditions. An OCP compounds this: not only can the system not predict outcomes, it cannot even correctly identify what the inputs are.
Examples outside fiction
- First contact with a technologically superior civilization (the explicit Banks example)
- The 2008 financial crisis for risk models calibrated on non-crisis data
- The emergence of genuinely novel technology (printing press, nuclear weapons) for existing legal and political frameworks
- Pandemic emergence for public health systems calibrated on seasonal illness
None of these is a perfect OCP (all had precursors that, in retrospect, were warnings). But they share the structural property: the existing framework generated confident wrong answers until it collapsed.
